These are the unreleased samples of the Nike "High Hair" Dunk SBs. Supposely, they are nicknamed after the "Aqua Net" hairspray. And according to Kix Files, "the netted aqua portions employed on these shoes resembles the original design on Aqua Net hair spray cans from the 60’s." Pictures by littlewest1973 via Niketalk.

To add: These shoes were designed for, and released first, at NJ Skateshop in Sayreville NJ. They were a tribute to the eighties when NJ bought 3 times as much Aqua Net hairspray as any other state. They were released at NJ Skateshop on March 2nd, which is Jon Bon Jovi's birthday (Jon is a Sayreville native). They were released everywhere else a week later.
